I don't think Sawao's out of tune (maybe he is, thanks to youtube), but he using an awesome interval which creates an awesome (yet a little strange, but that makes it MORE AWESOME) harmony with Manabe.
Yeah, he's playing C# to B, while Manabe is playing E to D and then G down to D. It's an interesting harmonization for Sawao to accompany Manabe with. And it fits the character of New Animal (musically, I don't know Japanese people, xD), if you ask me.

Where at in the song are you hearing this (timewise)? I haven't heard anything that sounds odd at all.

Just the instrumental parts where both Manabe and Sawao are accompanying each other:
20 seconds would be the first time, right after the introduction, before the first verse. It doesn't sound odd, necessarily, but it is an interesting choice of harmonization for the pillows; especially compared to their earlier music.
I'm pretty sure I have it right, Sawao is playing C# to B while Manabe takes to the line. It sounds cool, but I can see where people might think it sounds odd. Again, I think it's perfect and adds a lot to the song.

OMG, I'MA IDIOT.
I don't know WHO is playing it (can't tell from the horrible quality), but someone is playing C# C# C#-B-C# B.
Oh, and I'm not talking chords, these notes are being played over the root, which is a five-seven I think (A Major 7, basic dominant fifth chord; A-C#-E-G). The B-natural that is played doesn't go 'naturally' with the A Major Seven, and so it sounds a bit strange and distorted. Since this is a rock song however, and the song is specifically New Animal, it works out perfectly.
EDIT: I can' tell who's playing it because I am not all that familiar with guitar. I THINK Manabe is playing in thirds and then in fourths: (C#E) (C#E) (C#E)-(BD)-(C#E) (BD) AND THEN (C#G) (C#G) (C#G)-(BF#)-(C#E) (BD)
Something like that. If you play it in rhythm, you should get a sense of what I'm talking about. Now, place that over a A Major 7 chord and you'll here where the B sounds wicked (awesome).

Yeah, I think Good Dreams is one of the best covers the pillows ever had (GIANT FLOATING FORK FOR THE WIN).
WUx3's cover was pretty bad. I didn't like it at all from the first time I saw it. It grew on me as I listened to the album, but still, it's got nothing on a giant floating fork.
Also, I didn't like the Little Busters cover.

It's also drawn by TOMOVSKY, one of my favorite artists. (musically as well)

LB's cover is one of the best album covers of ALL TIME.
And WUx3 wasn't all that bad I thought either.

It was really avant garde which i really dug as well.
I was really drawn to the Fool On the Planet cover...Mostly because I really dig cityscapes

I'd say PML is my favorite cover. I think it's the background and style that draws me in. It's kinda mysterious and kinda random but it works.
