Now, what I'm asking is whether PnP is releasing these two albums or something entirely different.

Lately GNB have been playing some new songs in concert, including something called "Dragon Quest 1988." The idea of my favorite punk band and favorite RPG meeting in song form is about enough to make my brain explode.
If they come to the East Coast, anywhere, I will drive to see it. Heck, I'll quit my job to see it! This band desperately needs to take over the US.
I still haven't purchased the DVD yet, I really need to do that already. Think I'll buy both albums at the same time, as well.

Anyways, Jomei, I could be incorrect, but I think I read somewhere (maybe Mineta's diary, which is in Japanese, so don't trust me) that they're simply putting out a 12'' single in the US with four of their songs. Not new material. That's why they were in California a while ago. The songs were Nippon Hakkyou, Skool Kill, Yume de Aetara, and Baby Baby.

They may not be releasing new stuff here yet, but new albums are definitely in the works if Bob Vielma is right (which I imagine he is.)

If the released a 12" with Wakamonotachi, Hyouryuu Kyoushitsu, Kakenukete Seishun, and NO FUTURE NO CRY on it, then I would be that, no questions asked!
As far as new songs go, Mineta is probably just keeping them under wraps so they'll be a surprise.

How horrid. I couldn't stand more than a minute of that.  Those guys look more like some sort of awful hardcore band, not a bunch of reckless punks.
It doesn't help that their guitarist played an awful solo and the bassist pretty much only played roots. Blech.

The vocalist did fine at singing, and the drummer did a decent job, but the guitarist and bassist sucked.

We can't all be Mineta.
Mineta's voice is a bit characteristic, and you can't expect anybody to be able to reproduce it. That guy's a better singer than many I've heard. Just check out most of the pillows covers on youtube.
