It doesn't work for people outside fo japan even if you use Japanese zip code.
I registered and the liscense aquisition thing popped up and was like "you suck for not living in Japan, sorry."

I would assume your ip address, but ti might also have something to do witht he region your computer is. When someone figures it out let us know.
