The all caps means it was originally written in romanji.
At least I'm pretty sure that' what that means.

Not quite (PIED PIPER wasn't originally in romaji, as far as I know).
The weird capitalization is definitely intentional. It seems to stem from the same reason that the Japanese tend to throw English around a lot: "Because it looks cool."
