The bassline from Bob Marley's Stir It Up, is quite similar with the one from
Never Find from the pillows (of the 90's My Life album)
Upward of 3.21 of Never Find, and 4.04 in particular you can hear the similarities.

Blur are my favorite band, but that never really crossed my mind, simply because there are plenty of songs which start like that. But there is a slight similarity, I give you that.

Yeah - starting a song with solo drum-beat is pretty old-hat. It also has a practical purpose, as a substitute for a count-in.

Well, I would simply recommend Midlife, a compilation which was released last year and is intended to be a sort of "beginner's guide" for those who want to get into Blur.

It's way better than their Best Of compilation, as it's much richer in terms of quality and diversity of songs.
